The Physical Society of Japan (JPS) publishes two independent journals, Journal of Physical Society of Japan (JPSJ) and Progress of Theoretical and Experimental Physics (PTEP), both of which provide an opportunity for the worldwide physics researchers to present his/her original works. PTEP started in 2012 as a successor of Progress of Theoretical Physics (PTP) by expanding its scope to include experimental physics. In addition, considering the future participation in the SCOAP3 project, JPS decided to adapt then growing open access (OA) model from the beginning. The author recollects issues confronted during the launch of PTEP as a researcher and also as a publisher. The subject includes publication business conducted by a small learned society and the trend of open access, SCOAP3 in particular.
