[HDS11-P03] "Research, Development and Implementation Plan for the Ocean Decade Tsunami Programme" has launched

The General Assembly of the Intergovernmental Oceanographic Commission (UNESCO/IOC) approved "Research, Development, and Implementation Plan for the Ocean Decade Tsunami Program" (ODTP-RDI), which is drafted by the Scientific Committee consisted by 11 members including me from 10 member countries of IOC. ODTP-RDI is a compilation of the research, development, and implementation on tsunamis required by the international community in the context of the Sustainable Development Goals (SDGs), and is highly relevant to "Outcome 5: A safe ocean" described as the "ocean we want" at the end of "The United Nations Decade of Ocean Science for Sustainable Development (2021-2030)” (Ocean Decade). The implementation plan of the Ocean Decade was drafted by IOC and adopted by the UN General Assembly in 2017 to contribute to the achievement of " SDG14 - Life Below Water", one of the goal related to oceans in the Sustainable Development Goals (SDGs) adopted by the UN General Assembly in 2015.
he ODTP-RDI sets two high-level objectives to close the existing gap. The two objectives are, (1) To develop the warning systems’ capability to issue actionable and timely tsunami warnings for tsunamis from all identified sources to 100% of coasts at risk, and (2) 100% of communities at risk be prepared and resilient to tsunamis by 2030 through programmes like the IOC-UNESCO Tsunami Ready Recognition Programme (TRRP). ODTP-RDI emphasized Member States should endeavour to dovetail their national tsunami warning system plans/programmes with the ODTP objectives. Key Elements of ODTP-RDI are, (1) Tsunami Risk Knowledge: Identify and prioritise at-risk communities, (2) Tsunami Detection, Analysis and Forecasting: Expand existing, and deploy new observing technologies and warning systems, (3) Warning, Dissemination and Communication: Access to data, tools, communication platforms, protocols and training to effectively warn coastal and maritime communities, (4) Preparedness and Response Capabilities: To build tsunami-resilient communities, (5) Capacity Development, SIDS and LDCs, Multi-hazard Framework: Underpinning elements, and (6) Governance and Pathways to Implementation. Details of them are described in each chapter of the report. In Chapters 2 to 5, the definitions of gaps are summerized in the table with solutions, goal years and indicators to be achieved are also set out for the individual challenges.
From 2024 onwards, the evaluation of the progress of the Tsunami Program will be evaluated by utilizing country reports on the Decade of Marine Science activities from member states, as well as annual reports on approved actions of Ocean Decade. Call for Ocean Decade actions is issued twice a year for the "Project" category; and applications for the "Contribution" will be accepted throughout the year. Actions related to the ODTP are also beginning to be approved. Domestic or international research or practices which play a role in bridging the gap between the current situation and the high goals defined by ODTP-RDI should receive due international recognition. To this end, institutions that are running or planning relevant activities are encouraged to actively apply and register for Ocean Decade Action as earlier as possible and report on their activities on a regular basis.
