Therefore, due to Difference in period between Earth's Rotation Moment and Eccentric Tomoe Rotation Moment, A Reversal of Flow Direction occurs in Form of a Delay in Viscous Flow between Earth Rotation and Solid Core Inertial Rotation. Although Direction of Earth's Rotation does not change, Vibrations occur in Flow Direction of Liquid Core.
All of this is due to "Multi-impact hypothesis[1]", which is caused by [Lunar Ejection] caused by a Mantle Impactor on Solid Earth and isostasis [Mantle Inner Eccentricity] caused by a Mantle Defect in Oceanic Position.

Rotational Moment of Tomoe around Common Center of Gravity of Moon and Earth is an External Force that is independent of Rotational Moment of Earth, so it can be Driving Force for Plate Tectonics.
4. Why did Sudden Change in Direction of Pacific Plate Movement occur?
