[SVC27-P03] Study on the disaster drill for volcano disaster in municipalities

Municipalities with active volcanoes conduct disaster drills for volcanic disasters. However, some volcanoes do not have sufficient resources to conduct such drills due to the small size of the municipality and the small number of disaster management staff. In addition to volcanic disasters, municipalities and other organizations also conduct drills for earthquakes, tsunamis, floods and landslides, making it difficult to conduct volcanic disaster drills every year.
On the other hand, there are two ways to conduct exercises: Tabletop exercise led by concerned parties and full-scale exercise targeting local residents. The former is conducted to confirm current issues and disaster response procedures. The latter is often conducted as an event for local residents to raise awareness of disaster preparedness and response. However, there are few cases where full-scale exercises are conducted to improve the disaster response capabilities of municipal disaster management staff.
Therefore, disaster drills are sometimes conducted with the support of metropolitan and prefectural governments and disaster prevention administrative agencies, and there are various ways to conduct and support such exercises.
In this study, we reviewed volcano disaster drills that have been conducted in Hokkaido, Kagoshima City, Yamanashi Prefecture, and other prefectures, including the methods, organizers, and content of the exercises. In addition, we examined how to support municipalities in conducting volcano disaster drills in the future by organizing the essentials of the drills and supporting them.
