[U08-P10] Evaluating the Effectiveness of the United Nations Ocean Literacy Educator Online Course: Integrating the Ocean Decade Literacy Goal

The United Nations launched the Decade of Ocean Science for Sustainable Development (2021-2030) in 2017 with the vision of “The Science We Need, The Oceans We Want”, aiming to promote cross-sectoral collaboration and action transformation, and emphasizing ocean literacy as one of the core elements to achieve the goal. Ocean educators are key players in promoting ocean literacy. To support the professional development of ocean educators, the International Olympic Committee/United Nations Educational, Scientific and Cultural Organization (IOC/UNESCO) is launching an “Ocean Literacy Training Courses” in 2021, which aims to enhance learners' competencies in ocean-related knowledge, skills and attitudes. However, systematic research on the effectiveness of the program is still limited. This study assessed the impact of the online training course on the development of marine educators' literacy, and analyzed the alignment of the course content with the goals of the Ocean Decade Literacy. A qualitative research methodology was used to systematically review course transcripts through content analysis and to categorize individual sentences based on their correspondence to the seven Ocean Decade literacy goals. The research tool used in this study was a self-developed coding framework based on the Ocean Decade Literacy Goals. Each lesson content was analyzed and categorized based on its relevance to these goals to determine its contribution to ocean literacy development. The findings of the study are set out below:
1. Clean oceans: 16 sentences
2. Healthy and resilient oceans: 46 sentences
3. Productive oceans: 34 sentences
4. Predictable oceans: 14 sentences
5. Safe ocean: 7 sentences
6. Accessible Ocean: 20 sentences
7. Inspiring and engaging ocean: 34 sentences.
This study will examine the strengths and weaknesses of the current ocean literacy training Courses, and make specific recommendations for improvement to enhance the effectiveness of program design and implementation, and to further support the realization of the goals of the Decade of the Ocean and the promotion of ocean literacy globally.
