[4R1-OS-8a-04] Discussion Timeline for Collaborative Planning: Case of IBIS element-specific AI-enabled facilitation policy

Effective communication is a fundamental human ability, often realized through discussions—a soft approach to collaboratively solve common problems. Traditional methods, such as the Issue-Based Information System (IBIS), have been employed in various support forums to manage and facilitate online discussions. However, existing facilitation policies face limitations in supporting consensus building, relying on a single policy throughout the discussion. To address this, we previously proposed a discussion timeline, introducing specific facilitation policies for each phase. Yet, our prior study did not comprehensively evaluate all facilitation policies within this timeline. In this study, we conducted a social experiment utilizing all policies in the discussion timeline to assess acceptance towards meaningful consensus building. Our goal is to determine the efficacy of IBIS element-specific facilitation policies for each phase compared to a general facilitation policy for discussions without a timeline. The paper presents the methodology, results, and implications of implementing an IBIS element-specific, AI-enabled facilitation policy in enhancing collaborative planning.
