We develop a phase difference modulation device with a movable part in Au nanofin array possessing giant birefringence. The phase difference modulation device was designed as a parallel plate actuator with a transmittance of 30% and a phase range of 180° from 174 ° to 354 ° The initial phase difference of 195 ° was confirmed by phase difference measurement with a fabricated device and the phase difference modulation was not observed in the voltage application measurement. It is considered that there was incomplete beam-like release of the moving part.
