Two needle electrodes were placed in water or ethanol in which graphene oxide was suspended. By applying an AC high voltage between the needle electrodes, plasma was generated, and the graphene oxide was reduced. The treated samples were evaluated by FT-IR, Raman spectroscopy, and XPS.
