運輸安全委員会の報告書の船舶走錨事案を対象とした基礎的分析を行い、走錨時の圧流速度や衝突施設、船種や貨物の積載状態等の基礎的事項を明らかにし、船舶の走錨の抑制及び被害軽減の視点で港湾施設や臨海部橋梁等、施設側でとるべき施策の検討の端緒とする。
