The Heavy Rain Event of July 2018 caused the floods of Odagawa and the tributary River, etc., in the Takahashi River water system, resulting in the flood damage, which exceeded 5 m in depth and extended about 1,200 ha, in Mabi Town, Kurashiki City and Shimohara, Soja City. A large number of stranded people were rescued by local residents with personal watercraft. We conducted a hearing survey focusing on rescue by personal watercraft, which has hardly been recorded in the past floods. Voluntary rescue by local residents was efficient and orderly, and it complemented the rescue by government organizations.
