Social system design in this paper is oriented toward a comprehensive transition to new social system, rather than the improvement of partial social problems. In Japan, approaches to changing society, such as elections and social activism, are not fully functioning. Transition to new social structure requires critiques from inside with concrete activities. We propose the systematized social system design methodology that aims at a principled transition, based on analysis of the practices in Omuta City, Fukuoka Prefecture.
