「マンガン団塊採鉱システム」の研究開発は、マンガン団塊鉱区の獲得のためには、独自の採鉱技術を保有し、それを国際組織に技術移転することが必要という海洋法条約上の条件を根拠として、1981年度から開始された。1970年代に、国際コンソーシアムが技術開発を進めたことを端緒とした世界的な開発ブームにも触発されたプロジェクトは、その後の国際状況や経済状況に翻弄され、当初9年間の予定が、17年間に渡る異例の長期プロジェクトとなり、当初目標とは全く異なる海洋実験を1997年度に実施して、幕を閉じた。その経緯と結果、その後の日本の海洋鉱物資源開発に与えた影響について考察する。
