Yamate-cho, Naka-ku, Yokohama, a former foreign settlement, was called Bluff, and although most of the buildings were destroyed by fire in the Great Kanto Earthquake of 1923, it was once again restored as a residential area. This study focuses on housing construction in Bluff during the earthquake reconstruction period, the land ownership and land use in the residential construction area to reveal part of the town's formation process. In Bluff, there were three types of land ownership during the reconstruction period: land ownership, land owned by the City of Yokohama, and perpetual land lease, There were six types of land use in terms of land division. Landowners, regardless of which ownership, either did not divide the land or divided it, more houses were built and supplied to foreigners and Japanese.
