[60] Changes in Linear Commercial District Designation and Changes in Actual Conditions along the Roadside in Tokyo in the
Prewar Period

Linear commercial district was adopted in most urban planning efforts during the prewar period, but neither the planning intent nor land use changes after designation are clear. This study aims to clarify the nature of Linear commercial district in prewar Tokyo city planning based on the characteristics of the roads and the land use changes along the roads after their designation.
An analysis of the status of Tokyo city planning designations and discussions at the time of designation reveals that in the prewar period, linear commercial district were mainly used within residential areas.
1) Functional assistance for commercial development along planned streets.
2) Making already commercially developed roads develop an alternative commercial center until the planned streets are completed.
3) Making commercial areas contiguous in terms of routes.
The above three planning intentions were seen, and the use and appearance aspects of the roadside were considered.
Looking at land use changes after the designation, some routes realized their objectives while others did not, but the versatility of the diversified objectives is thought to be the reason for the nationwide adoption of the system.
