Introduction The Act on Support for Persons with Developmental Disabilities was enacted in December 2004. In fact, however, various problems have arisen with regard to medical facilities that are willing to care for children and individuals with developmental disabilities. We surveyed industrial hygienists. Based on the results of that survey, we identified issues encountered by companies willing to employ people with developmental disabilities, and examined and discussed forms of support needed to address the aforementioned issues.
Methods We surveyed 184 members of the Yamaguchi Conference of Industrial Hygienists in a “Study of appropriate forms of employment support for individuals with mental health issues (or developmental disabilities) according to occupational health specialists.” Fifty-six valid responses (response rate: 30%) were analyzed. In addition, annual trends were analyzed in order to ascertain the state of care that medical facilities provided to them.
Discussion Developmental disabilities vary widely in terms of types and severity in comparison to physical disabilities and intellectual disabilities. The issue of encouraging social participation by children and individuals with developmental disabilities stems from the fact that there is no framework with which to qualitatively and quantitatively represent the difficulties that children and individuals face because of a developmental disability.
Conclusion Relevant parties in different stages of the lives of children and individuals with developmental disabilities need to adopt a common framework for support to help people with developmental disabilities better understand their illness and to encourage social participation by those people through appropriate use of support from others.
