人間の安全保障を手がかりに再考するTICADの行方

As Africa's strategic value in the international community increases yearly, Africa is no longer an objectified region that accepts and follows interference from outside the African region. It is now more proactive in its choice of interventions and attempts to influence the rules and norms surrounding its interventions, and several studies attempt to rethink the relationship between Africa and the outside. In particular, the African Union is attracting attention for its function as a forum for shaping the will of Africa. However, the African Union is not only a forum for African countries but is also actively building relationships with non-African actors as an actor. For example, the AU was announced as a new permanent member of the G20 in the 2023 G20 New Delhi Summit Declaration. The Declarations expressed their support for the African Union's Agenda 2063 through strengthening relations between the African Union and the G20.

The question arises about what kind of partnership Japan can form with the African Union as it continues to undergo such changes/transformation.

This study examines the changing dynamics of African Union foreign policy in the context of TICAD by adopting a framework called "partnership," which the United Nations has actively advocated in recent years. Through the discussion in this study, we will emphasize the need to reconsider the future relationship between Japan and Africa in light of human security.
