In recent years, the government and companies aim at realization of smart society. Smart city is an element of smart society, and it produces safe and reliable life with feedback results of data aggregation and processing from sensors installed in a city. A Pan, Tilt and Zoom controllable camera (PTZ camera) is a kind of visual sensor. PTZ cameras set up in elevated spots of a city can help realization of automatic city monitoring system. The system monitors a situation of city in a normal period automatically. If the system detects anomaly points in a city, it focuses on the point. The system needs two core techniques: PTZ control and image processing. We developed an interface between PTZ control and image processing, and report results of PTZ control. The interface decides PTZ values from a pixel of an image. The PTZ values depend on not only position of the pixel but also target camera and zoom level, so a user must calibrate the target camera. However, it is difficult for the user to calibrate every camera in a city. We also developed self-calibration program, and packaged PTZ control and self-calibration program to use easily.
