The electric industry has no seismic design standards for underground facilities commonly applied to all electric power companies. Each electric power company designs facilities according to its own rules and refers to the seismic design standards determined by the Japan Society of Civil Engineers and those on other types of underground infrastructure when needed.
The Electric Technology Research Association set up a special group for seismic design for underground transmission facilities in March 2017. This special group considered various issues for approximately three years and systematized seismic design for underground transmission facilities.
