[020] The Low Emission Zones as a Reflection of an Inconsistent Europe in the Fight Against Pollution: Analyse and Criticism of an Anti-Pollution System

Lucas BELLIARD, Naohiro KITANO, Akinori MORIMOTO

Keywords:Low Emission Zone, Mobility policy, Europe, Air pollution

Around the world, cities are increasingly trying to be rid of the car, vector of air pollution and often seen like the symbol of a fundamentally unsustainable world. In Europe, a growing number of cities are choosing to deploy Low Emission Zones in order to exclude the most polluting vehicles. This paper aims to understand the weaknesses of the zones already in place and to come, and to highlight the intra-European inconsistencies in terms of the fight against air pollution in cities. Starting from the premise that these inconsistencies are counterproductive, through the establishment of a LEZ rating system, we try to understand the origins, the reality, and consequences of this irregularity. After such an analysis, a first draft of solutions will be proposed in conclusion.
