[064] Preserving place memories in the historical city center of Seoul through the deregulation: a case study on buried cultural heritages

Since the 2000s, the height and floor area ratios have been deregulated continuously in the process of redevelopment in historical city center of Seoul. Through the case analysis, it has been confirmed that the Seoul Metropolitan Government and the Cultural Heritage Administration have continuously developed methods for preserving buried cultural heritages in the redevelopment project of downtown Seoul since the 2000s. As the redevelopment project gradually moved from the center to the east, it was found that active conservation and incentives were provided at the same time. Especially, redevelopment projects in Cheongjin and Gonpyeong area, where the urban fabric created since Joseon Dynasty was buried underneath, were good examples to comprehend the paradigm shift of the local government in preserving the historicity of Seoul.
