[052] An Analysis of Factors Influencing Community Resilience to Disaster using Resilience Cost Index in South Korea

Effective recovery from the disaster can be achieved only where the community has sufficient capacity for recovery, so-called resilience. Factors that can affect resilience vary, and there have been lots of research on measuring resilience and analyzing the relationship between factors and resilience. This study aims to quantify community resilience to disaster and analyze the factors that can enhance resilience in South Korea. We empirically analyzed the regional characteristic factors which affect community resilience. For the research, we quantified the community resilience for each administrative region (Si-Gun-Gu) damaged by flood and storm for the past eight years (2010-2017) using the concept of the Resilience Cost Index (RCI). And then, we analyzed the relationship between the change amount in regional characteristic factors and the change amount of resilience cost index by year using multiple linear regression analysis. As a result of this study, the more the level of individual industries’ exposure to disaster is reduced by increasing regional industrial diversity. Moreover, the higher the budget ratio used in social welfare and the higher the participation in volunteer activities in the regions, the more the community resilience improved in damaged areas of South Korea. Especially, it is analyzed that factors related to volunteer activities in the region tend to have the most significant impact on enhancing resilience, suggesting that these factors are the major factors in improving community resilience from disasters
