[017] Sustainable Urban Development Planning towards the Low-carbon City in Vietnam: A Review from Policies and Legislation.

Low-carbon cities are a model towards the goal of sustainable cities. To accomplish this goal, cities have been promoting their efforts to develop strategies and solutions to reduce greenhouse gas emissions as well as adapt to climate change. In 2008, the United Nations Environment Programme (UNEP) recommended that countries, organizations and communities should focus and act together on reducing greenhouse gas emissions.
Vietnam has been a country with a high rate of urbanization in recent decades. The vibrance of real estate market along with the construction activities, and the continuous increase of private vehicle (motorbikes, cars) are considered the main reasons for the increase of greenhouse gas emissions in cities. Vietnam as well as other developed countries have been supported by the World Bank and many international funding programs to accelerate the transition from high-carbon to low-carbon economies, in particular on urban areas.
Policies and legal institutions are seen as crucial public tools for intervening and influencing economic sectors on the ways of implementing greenhouse gas emission reduction towards low-carbon cities. The concepts of low-carbon economy or low-carbon cities have also been spoken in Vietnam. However, these have not been fully and comprehensively mentioned in policies, national development programs, and legal documents so far. In fact, some issues related to emissions reduction, green growth, climate change adaptation have also been drawn more or less into some documents. For example, using energy efficiently, saving energy, creating green spaces, green buildings, green production, reducing greenhouse gas emissions...
Within the scope of research, the article focuses on analysis in the field of urban development planning, urban design, at the level of central to local administration. The research objectives are composed of (1) clarifying the integration of sustainable aspects into current policies and legislation involving regional and urban development, such as GHG emission reduction, green growth, climate change response; (2) pointing out the obstacles and deficiencies existing in real implementation of policy and legislation; (3) proposing recommendations to fill up the gaps in the policies of urban sustainable development. The article uses qualitative analysis methods, systematizes legal documents, inherits relevant research results. The results of research indicate the necessity of renovation of methods to build up policy and approach to implement planning, urban design to comply with Vietnam context and ensure their flexibility, integration, multi-sector and participation.
