Keywords:Tourism development, land-use change, Public Policy, Artificial-neural-network-based cellular automaton

Tourism industry in developing countries has flourished remarkably particularly in metropolitan areas. This leads to the massive transformation of urban areas, for instance land-use change, which directly impacts the urban environment and its residents. Therefore, this issue attracted the attention of many studies. Extensive research has been done to investigate the influences of human activities on land-use change. However, there is limited information on the interactive relationships between the land-use change and the development of tourism as well as public policies. Moreover, the impact of tourism development on land-use change in urban area has not yet to be managed due to inadequate research. Motivated by above observation, this study address to explore the growth of tourism industry in Ho Chi Minh City and also analyze the relationship between tourism development and land-use change process in the city. There are two phases of this study, in the first phase, the development of the tourism industry in Ho Chi Minh City was explored by using 19,474 geotagged photos taken from 1/1/2010 to 12/31/2019 by using Flickr Application Programming Interface (API) and Point of Interests (POI) data collected from the Open Street Map API by using Python. Then the spatial temporal evolution distribution of tourists and POI was used to observe the expansion of tourism industry in the city. In the second phase, this study analyzed the land-use change in Ho Chi Minh City by using the land cover map and social demographic data, all of which was collected from the open data portal. Finally, the Artificial-neural-network based cellular automaton model (ANN-CA) was applied to analyze the impact of tourism on land-use change in Ho Chi Minh City. The results showed that from 2010 to 2015, the tourist activities were mainly distributed within the central business districts in Ho Chi Minh City. From 2016 to 2019, tourist distribution expanded to outskirt of the city. ANN-CA model result indicates that tourism development has significant effect on land-use change in Ho Chi Minh City. This study has shed light on the development of the tourism industry in Ho Chi Minh City as well as the interactive relationship between land-use change and tourism. The results of this study could support policymakers, urban planners, destination management organizations in the decision-making process during the strategies planning to develop the tourism industry in the city.
