[067] Conservations-based “Balanced” Development for Hanoi, Vietnam

Hanoi is unique in that it has strong elements of natural resources and landscape, agriculture, cultural heritage and strong growth. So the dilemma facing Hanoi is to choose between the conservation of its existing natural resources and urban development.
It does not necessarily need to be a choice between the two. We propose the creation of a “Green Corridor” that mediates between conservation and development in establishing an area of Conservation-based “balanced” development. This is key to the future sustainable development of Hanoi.
The same population density of London (4.000 persons/ km2) allows for only 23% of Hanoi to be developed for urban development. This allows 70% to be developed as the Green Corridor. The Green Corridor consists of 40% conservation areas for high productivity agriculture, bio-diversity protection areas and cultural heritage sites. The remaining 30% is established as the conservations-based development areas where existing settlements and activities such as craft villages are maintained but development is controlled and managed to promote environment-friendly green activities and development, such as high-tech agriculture and eco-tourism.
