[1E02] The Impact of the Rise of Generative AI on Developing Countries: Opportunities and Threats

Released in the fall of 2022, ChatGPT has continued to have a huge impact on the world, not only because of its processing capabilities, but also because of its immeasurable scalability and potential for development. Many of the clerical and procedural tasks that have been performed by trained humans so far are expected to undergo a rapid replacement from humans to generative AI (artificial intelligence). This is not only limited to routine clerical work in private companies, but also includes the possibility of replacing planning and drafting work based on past cases by public institutions, and even skills of highly specialized occupations, with AI. This means that, while it can become an opportunity for business owners who utilize AI to increase their profits by increasing productivity, it can also become a trade-off threat for general employees, who may face a higher risk of losing their jobs.
At the G7 summit held in Hiroshima in May 2023, the need for some kind of intervention or rule-making by governments on this issue was officially discussed by the leaders of the advanced countries. On the other hand, the reality is that the discussion has not yet deepened on how the opportunities and threats posed by the rise of generative AI will affect developing countries. As the use of generative AI progresses and rules are established in advanced countries, the economic gap between developing and advanced countries may widen more than ever before.
In view of these circumstances, what should be the digital economic policy in developing countries especially Sub-Sahara Africa countries? This report would argue about the necessary adjustment of digital economy policy in Africa by using most recent analysis and proposals from global experts.
