[1O01] The relationship between the efficiency of Japan's Official Development Assistance and consultants

In this study, we examined the conditions for the effective use of the equipment provided by Japan's technical cooperation, based on cases in which the Board of Audit pointed out that the equipment provided was not necessarily used after the project ended.
By reviewing official documents, academic papers, various reports, and newspaper articles on the history of Japan's Official Development Assistance (ODA) from its beginnings to the present, it became clear that organizations such as Keidanren (Japan Business Federation), member companies of the Tokyo Chamber of Commerce and Industry, and the Japan International Cooperation Agency (JICA) were involved in technical cooperation and the provision of equipment, that they were expected to contribute to the development of both Japan and the recipient countries, and that they were evaluated as suitable for the needs of the recipient country.
After analyzing the roles of companies, organizations, and consultants involved in the provision of equipment in each era, with a focus on the Southeast Asian region, it was felt that in order for the provided equipment to be used effectively, it is necessary to communicate with the people who will play the leading role in the partner country.
In other words, consultants need to identify the needs of developing countries at an early stage, use their international experience to identify equipment that meets those needs, and provide advice and specialized knowledge to help solve problems.
