[1R21] Assessment of community ICT access and connectivity for development of an intangible cultural heritage digital repository in Luang Prabang

The recent development and international aid projects implemented inside and adjacent to the Town of Luang Prabang, a UNESCO World Heritage Site in Lao People’s Democratic Republic, are highly likely to contribute to irreversible change, including undermining the town’s intangible cultural heritage (ICH). In response, the local government has considered utilizing information communications technology (ICT), particularly, creating a digital repository of its ICH as a heritage safeguarding tool. To ensure appropriate and sustainable ICT implementation, a survey was conducted that measured data related to ICT access and usage at household and at individual level. The survey was implemented among 435 individuals across 29 villages in Luang Prabang between May and June 2022.
Survey results found that the most common device in possession by both households and individuals is mobile phone (97% and 93%, respectively), followed by laptop (27%), desktop (16%) and tablet (14%). Among those who possess mobile phones, majority of the phones are smartphones for both households (99.5%) and individuals (95.5%). In terms of connectivity, mobile broadband has higher subscription rate (88%) than fixed wireless internet subscription (54%). Regarding perception of internet speed, most respondents reported adequate speed for both fixed wireless internet (77%) and mobile broadband (74%). Results of this survey sheds light on the factors affecting the selection of appropriate and sustainable ICT implementation in developing a digital ICH repository for cultural heritage safeguarding in the context of Luang Prabang.
