This roundtable will analyse the disaster recovery process in Rikuzentakata City, Iwate Prefecture, and the case study of Fukushima's reconstraction policy from the nuclear disaster, in order to examine what creative reconstruction means in a society with a declining population. Shiwa Town, Iwate Prefecture, will also be taken up as a case study of creativity (social innovation) in regional regeneration. The formation of 'places of learning' in the Shiwa Town's Ogall Project and other projects and their impact on regional development will be discussed. Based on the above case study analysis, social innovation and knowledge production in the creative reconstruction process will be the main issues to be discussed. The three expected outcomes of this roundtable are. (1) Clarify the importance of social innovation creation with regard to creativity in creative recovery. (2) To examine the relationship between knowledge production processes and resource mobilisation processes in social innovation creation. (3) To identify creative reconstruction and knowledge production processes in a society with a declining population.
