[3812-23-11] Incinerating Treatment of Poly-chlorinated Biphenyl Waste
at JX Nippon Tomakomai Chemical Company Limited

JX Nippon Tomakomai Chemical Co., Ltd. is a subsidiary company of JX Nippon Mining & Metals Corporation and it has been certified as Poly-chlorinated Biphenyl (PCB) waste treatment facility by the Japanese government since 2014. The government has enacted a law for proper treatment of PCBs, which is one of abolishing targets in Stockholm Convention on Persistent Organic Pollutants. PCB waste in Japan includes waste electrical apparatuses polluted with PCBs, which is represented by transformers/capacitors, and waste oil containing PCBs. The treatment facility of Tomakomai has an annual capacity of 4,802 tons of waste electrical apparatuses and 3,276 kiloliters of waste oil containing PCBs. The facility is consisted of a rotary kiln, a fixed-bed furnace, a jet furnace and several detoxifying equipments for their exhausting gas. Transformers and capacitors are heated to volatilize PCBs at a temperature over 850 degrees centigrade and they are kept at the temperature for 4 hours or longer in the fixed-bed furnace. The discharging gas from the fixed-bed furnace and the sprayed waste oil containing PCBs are after-burned at a temperature over 850 degrees centigrade at the jet furnace. Its residence time is for 2 seconds or longer. The exhausting gas from the jet furnace is properly treated and discharged outside from a stack. Detoxified residue is separated into smaller parts, like copper wire, containers and insulators. Then these are reused as copper material, iron material or cement. We have contributed and will contribute a part of the zero-emission scheme through the proper PCB waste processing.
